Approved by the Ministry of Education of the People's Republic of China in 2013, International School of Information Science & Software Engineering, Dalian University of Technology and Ritsumeikan University (DUT-RU ISSE) was jointly founded by DUT and RU Japan. DUT-RU ISSE is now the only joint school not as an independent legal entity at the higher education level between China and Japan. It is a model of strong combination of complementary advantages between well-known universities in China and Japan, and has set a precedent for cooperation between China and Japan in higher-level diploma and degree education.

Founded in 1900, Ritsumeikan University is one of the four famous private universities in Japan, i.e. Waseda University, Keio University, Doshisha University, and Ritsumeikan University. It is also among the 30 Super Global Universities in Japan. DUT-RU ISSE has integrated high-quality education and teaching resources of DUT and RU, adopted advanced software engineering education concepts and training systems of higher education in developed countries, and formulated a talent training program with course integration, two-way communication, and mutual recognition of credits between the two universities. The international software talent training system under the Sino-Japanese cooperative education model won 1 second prize of the National Teaching Achievement Award, 2 first prizes and 1 second prize of the Provincial Teaching Achievement Award. Software Engineering and Digital Media Technology of DUT-RU ISSE are both national first-class undergraduate major construction sites.

Software Engineering on which discipline the school relies on is a key double-first-class construction discipline in Liaoning Province. It was rated B+ in the fourth round of national discipline evaluation and ranked 4th in the Best Chinese Subjects Ranking in 2021 and 2022 by ShanghaiRanking. In 2021, DUT-RU ISSE and the National Demonstration School of Software Technology were jointly approved as the first batch of characteristic demonstration software engineering schools and took the lead in developing large-scale industrial software. The school now has 24 Chinese full-time teachers, including 9 professors and 11 associate professors. 100% of professional teachers have studied in prestigious foreign universities. There are also 17 Japanese teachers from RU, over 60 teachers from well-known overseas universities, and more than 30 corporate engineering teachers, building a first-class international faculty that include Sino-Japanese, school-enterprise, and full-time - part-time teachers.

DUT-RU ISSE adheres to the principle that scientific and technological development must aim at global science frontiers, serve the main economic battlefield, strive to fulfill the significant needs of the country and benefit people's lives and health. It condenses three teams' research directions of large-scale industrial software, super-visual computing and health medical computing, and has 5 provincial, municipal and college-level scientific research platforms such as Liaoning Marine Intelligent System and High-end Chip Engineering Research Center and DUT-RU Health Medical Intelligent Computing Joint Research Center.

Learn science and technology to become a talent of human civilization; cultivate oneself to become a communicator of cultural integration. Facing the new stage of development, DUT-RU ISSE will further implement the “Schoolfellow Friendship” Initiative between well-known Chinese and Japanese universities, and further focus on the construction of a characteristic and exemplary school of software engineering. We will build an interdisciplinary teaching and research system with Sino-foreign cooperation and industry-university cooperation to achieve world-class talent cultivation, world cutting-edge scientific and technological breakthroughs, high-level talent team building, and overall improvement in internal governance. We will continue to create a new pattern of internationalized school running, and strive to build a world-class engineering school with characteristics.
