Introduction
The National Natural Science Foundation of China (hereinafter referred to as NSFC) continues to implement the NSFC Outstanding Young Talents Program (Overseas) in 2022 to further improve the talent funding system of the NSFC, give full play to the function of NSFC in introducing and nurturing talents, and attract outstanding young talents from overseas to return to China (to work in China).
Outstanding Young Talents Program (Overseas) aims to attract and encourage outstanding young scholars from overseas (including non-Chinese international talents) who have demonstrated academic excellence in natural science, engineering and technology to return to China (to work in China) and carry out innovative research in their own choice of research direction, to promote the rapid growth of young scientific and technological talents, to train a number of outstanding academic researchers who are expected to enter the frontiers of science and technology in the world, and to contribute to science and technology development of the country.
Position Specifications
1. Applicants should
(1)abide by laws of the People’s Republic of China and have good ethics in science;
(2)be born on/after January 1st, 1982;
(3)have obtained a doctorate degree;
(4)have research directions that are mainly geometric analysis and computer graphics, machine learning and computer vision, medical image / data analysis and health computing;
(5)before April 15, 2022, have no less than 36 months continuously research or teaching experience outside China in a university, research institute or corporate R&D institute (Exceptions will be given to applicants who have obtained the doctor degree overseas with notable research achievement);
(6)demonstrate achievements such as scientific research or technology that are recognised by peer experts and the potential to develop into a leader or outstanding talent in the field;
(7)have not return China yet or came back after January 1st, 2021 and am willing to work full time for three years in China with no other jobs overseas.
2. Restrictions
For better allocation of resources, one candidate may only apply for one project under the national science and technology talent programme.

ABOUT DUT-RU ISE
International School of Information Science & Engineering, Dalian University of Technology and Ritsumeikan University (DUT-RU ISE) was founded in March 2013. It is one of the secondary schools of Dalian University of Technology (DUT) approved by the State Ministry of Education. DUT-RU ISE is the first Sino-Japan cooperatively-run school at undergraduate higher education level. The international software talent training system won the second prize of national teaching achievement of higher education.
The software engineering disciplines are the "double first-class" construction disciplines in Liaoning Province, the 4th place in the "China's Best Discipline Rankings" in 2021 (the top 5% in the country), and the computer science disciplines of DUT enter the ESI international subject ranking of 1‰ (the contribution of software engineering exceeds 40%). It has scientific research platforms such as "Ubiquitous Network and Service Software" Liaoning Provincial Key Laboratory, Liaoning Provincial "Marine Intelligent System and High-end Chip" Engineering Research Center, Dalian Key Laboratory of Intelligent Underwater Robots, etc. Combining the disciplinary advantages of China and Japan, DUT-RU ISE has published more than 150 high-level papers in the past five years, undertaken more than 60 major scientific instrument projects, key projects, GF key projects, international cooperation projects and other projects of the National Natural Science Foundation of China, with an average annual scientific research income of more than 10 million.
Notes for applicants
1. Eligible applicants may sign employment contract or agreement of intent with the university in accordance with the requirements of the project application guidelines and log on to the online system after 15th February 2022 to fill in the online application form for NSFC Outstanding Young Talents Program (Overseas).
2. Applicants should submit both online application form and paper application (for preliminary examination by the university). Two applications should be consistent in content and version number. The deadline for application submission is 8th April 2022.
Those who are not selected in the second round will enjoy priority consideration in the DUT Star Ocean Talent Project, which offers competitive benefits including an annual salary of 400,000 yuan (tax inclusive), housing benefits of 1.5-2.6 million yuan (including DUT, ISE, provincial and municipal matching benefits), Research startup funding of 900,000 yuan (including 400,000 yuan supporting of ISE) and sufficient funds for disciplinary construction.
